Air works great when cruising, but when it gets in a bind...going uphill, the outside vents and defrost vents blow hot air. The Center always stays cold. When you level off the outside goes back to cold?

I would guess the car has a vacuum problem. As the engine loads, the engine vaccum is reduced. Usually there are resevoirs in the car to save up vaccum during these conditions. There may also be one-way valves, etc in the vaccum lines.
