1988 E190 has rough idle when the car comes to a fast stop, sometimes the engine dies all together, the problam is intermitant.

I think your model has the Bosch KE3-jetronic (CIS-E) type of fuel fuel injection.
Usual suspects are rotor, caps, plugs, O2 sensor (as it determines the richness or leanness of the mixture).
While the fuel distributor (with the CIS-E type) communicates with the ECU to adjust the mixture, the main 'culprit' who sends the signal to the ECU is the O2 sensor. In the closed loop mode (which is after the sensor has reached operating temperature), the O2 sensor sends a voltage pulse to the ECU which advises the EHA (electro hydraulic actuator & is the fuel pressure regulator) to adjust the fuel-air mixture as close to the stoichometric ratio of 14:1.
If you are experiencing problems it means the mixture goes off and any of the items above could be off (it could be running leaner at idle). The Idle Control valve ICV is also be a possible suspect.
