I've imported a couple, though not from the US. The difference between the 15 y.o. and newer is that a car that is 15 y.o. or more (based on the month of manufacture) can be brought in with few hassles. It doesn't have to be Canadian specification.
If it's newer, and US spec, you have to go through the Registrar of Imported Vehicles (see the site posted by Mark). It costs money and hassles, but someone who has delt with it is better placed to explain it.
