You can get a form from maryland mva for gifts, this will elimate the sales tax. It may not elimate the md state vehicle inspection, prior to taging it. they do have a 15/ or 30 day temporary tag for transportation purposes to and from the inspection station,unless you want to leave your tage on it until it passes.
reference to the gift form if you and your brother do not have the same last name proof has to be shown probably birth certificates that prove you are brothers. need to have a clear title, with the lien release if there was one. also as he's moving here he'll need to get a md license probably before he tags the car. Pretty much all of the informarion you need is on their web site you simply have to wade through it. the main office in Glen Burnie is open on Sat. for licenses only, and its possible depending where he will be living that there is a branch office near him.
