    At the dealer when they hook you up to the SSSR (Software Service Station) under control of the GT1/Displus or if they have a record of your Final Report. If you have not been updated since new vehicle delivery I could guess based on your build date. Or if you know when you got an updated PROGMAN (formerly CIP) I could take another educated guess.

    July-05 E60/E63 CIP 18.00 (Target data Status E060-05-06-510
    June-05 E60/E63 CIP 17.01(Target data Status E060-05-06-500).
    If delivered to you in July you might have got CIP 18 installed when the car passed thru the VPC. When you do go in for service that may involve a software upgrade or a retrofit make sure you ask for a copy of the "Measures Plan" or "Final Report" to be provided to you in the paper work returned to you. That will give you information what you were on and what you got upgraded to.

    Not necessarily. Depends on your list of issues. But if you do not have issues or concerns that are addressed by any of the fixes listed in the service bulletins then there is no reason for the dealer to upgrade. Sometimes they have to even if you do not have a complaint if it is some safety or emissions recall issue that you may not be aware of. But only one or two of those exist and are limited to only certain build dates and serial numbers.
