    Probably

Leaking fluid or air getting into the system will cause fluctuations. Like you thought, usually it comes with some obnoxious noises, but maybe not.

    Need more info...

    Year, mileage, maint., location

Salt and bad roads can play hell with steering components. TLK's right, probably a fluid leak but...could also be some worn/broken stuff not helping the matter.

Always tough to diagnose "over the internet" so more info helps us help you.

    Good luck,

    Rodz
