Grounds are always a good starting place...
make sure they're clean and happy. After that make sure your fuses are seated correctly and not coroded, and any harness connections as well (since you said it had aftermarket lights at one point). Next try alternator/battery output. Does the voltohmeter show any fluctuation when the lights are on (an analog meter would be helpful here). Finally all that's left is the LKM. Maybe sub a known good one.
