    an elderly neighbor of mine

    bought up a lot of the un-zoned farm property in the town. He then moved the shacks, chicken coops and other small out building around each property, supplied each with plumbing, electric and city services. He had each lot subdivided into the smallest possible plot, then rented them or sold them off over time. I remember him telling me he did more than 300 lots during the 40s & 50s in a community of 60k. This is just one example. Nothing more than two 1920's vintage single car garages stuck together.
