Lamp Control Module
It happened twice -- passenger side low beam is out, no power to the light. The first time, in troubleshooting I pulled the fuse, checked that it was good and reseated, and the light came on. The second time that trick didn't work and I was able to determine no power to the fuse. So I pulled the lamp control module, cleaned contacts and reseated it with no luck. Pulled the lamp control module again and opened it up to see if I could find a loose relay or burnt trace, and instead found that the area where low beam relays are mounted had been repaired before and covered with too much goop to see anything. The next day lights were working OK, but I figured it was only a matter of time before it goes out again and ordered a new LKM.
Received the new (not reman) LKM yesterday, plugged it in and lights all come on, but now the low beams stay on a few minutes after turning them off. Dealer says BMWs are not supposed to delay turning off the lights like some US cars, and can troubleshoot it in a couple days. Have any of you heard of the LKM keeping the headlights on when they are turned off? All other lights work as designed with the new LKM.

Yes
You more than likely have the wrong LKM for your 91. There are LKMs that have an "Off-Delay" circut for newer US models manufactured by NFL. The NFL LKMs will work in your 91 but not as well as the OEM. I hope the dealer did'nt sell you this one.
If you remove the LKM card, there should only be 4 relays, 2-high and 2-low beam. The newer NFL's have anywhere from 6 to 8 relays. These LKMs were made to cover different models and years of BMWs and the Off-Delay circut is more of a US version novelty.

US LKM have only 3 relays
dip light, high beam, foglights.
Only EURO version has 4 relays, the no. 4 is for the rear foglights.
A EURO LKM will also work on a US version, I have a spare one here from Germany and tested it, in Japan we also do not have a rear foglight.
Only prob was, that I got the CC warning for the foglights, but it worked.
Delay on a standard LKM is not normal. I can imagine, that the contacts are sticking on the low beam relay in the LKM, the low beam relay has 2 contacts and 2 fuses.
Open up the LKM, and clean the contacts inside with fine emery paper, maybe even re-bend them.Shogun E32 Tech Tips: http://twrite.org/shogunnew/topmenu.html

Re: US LKM have only 3 relays for the E32/7series
manufatcured by Hella, most all e34s between 1988 and 1992 have LKMs made by Hella and have 4 relays. The E32 LKMs have 3 and came in two types- LKM and LKM-B (basic). Only the E32 LKMs have a Mustard relay. Both LKMs are interchangeable E32/E34. In 1992 Hella changed the circut protocall to match the newer DME upgrade.
