12.6 to 14 volts is normal, but 100 watt lamps are not. The normal fog/driving lamps should be 55 watts- the same as your low beams. The higher wattage the lamp, the "Hotter" the lamp will burn and the shorter the life. Also make sure no moisture is entering the lamp houseing.

100W? beware!!
I once istalled instead of H1 55W in my dip lights socalled rally bulbs with 100W.
That cost me a fortune. The reflectors melted away= had bubbles from the heat as that reflectors OEM are plastic and the chrome is just 'sprayed' on, wires were bare up to the LKM.
