Do you mean from the attachment manager? You shouldn't really need to as you can organize w/ folders, etc. You can nest folders. In my attachment manager I have a ton of car review related pics so I have 2010, 2011, 2012 by year. Then w/in those folders I have 2011 5 Series, 2011 Infiniti G37, etc.
Try right-clicking (or Macs command/apple-click) from w/in the folder list and you should be prompted to create a new folder. Also dragging and dropping works w/in the attachment manager window.

I had to look it up on vBulletin's site. Sometimes this software is ridiculously unintuitive. You don't delete via the attachment manager via a post. To delete click the "settings" link at the top of the page then click the "attachments" link in the middle column. From w/in the settings -> attachments page you can delete and view some statistics.

The following file types are currently allowed.
Valid file extensions: bmp doc gif jpeg jpg mov mp3 pdf png psd txt wav zip
I can add more file types as needed.
Re: size. The allowed file size varies based on type. A pdf is limited to 20 MB. What type of error message are you seeing?
I just uploaded the attached Tesla Roadster Monroney to make sure there were no problems w/ the system.
