I don't know why they don't...

...use a cumulative score from the two sessions. that way the both really count.

I thought the shootout idea was better

Let them qualify (the old way for 30 minutes) then have a 5 lap race to set the grid for next day. Thats a good show for spectators.

but if you can't change cars/engines...

...then they will be forced to take it easy.

What I miss most about the old, old, qualifying was the oneupmanship. I would love to see a driver lay down a time and then others have a chance to respond....

Remember those last five minutes with Senna?

Yes last minute great runs were great

I was too young to see Senna but I do remember some races and I did see lots of documentary videos about his performances. More of my era were the Hakkinen and Schumy last minute qualifying switches.

I think the answer is that the teams are too

    political.
Ie smaller teams want some things & bigger teams want something for giving up some things.

This lil snippet is from the press conf @ Sepang on Fri,3/19 to Tony Purnell (Jag/s Director):

Q: (Tony Dodgins - Motorsport News): One of the problems with split qualifying unlike last year is that the drivers only donít take a risk in the first session. Now one of the ways to get around that would be to aggregate the two sessions, but a team principal said to me this morning that that was dismissed because the engine manufacturers on a one engine per weekend situation didnít want to be faced with having to run higher revving one lap engines. Is that valid?
TP: I think thatís dismissed because the aggregate system is going to put more variability in it. That doesnít favour the strong teams so theyíre going to reject it, which is in their interest to do.
