Having driven in the three cities recently and considering over 20% of BMW's sold in Canada are in the GVRD and since Calgary's (and Edmonton's) metro population is not much less than Vancouver I'd vote Vancouver. I was surprised at how few BMW's there were in TO when compared to the western cities.
Here, I might see one a week if I'm lucky and I've only seen two other E34 Touring in the flesh... ever.
Looking at BMW ca's website it looks like total BMW sales in Canada averaged ~4000 annually until '97 when they hit 7000 and those numbers have increased 1000 annually since. If those numbers after '99 include(ed) RR, RR and Mini I don't know.
